Abstract

This paper presents an evaluation of major factors affecting Information Technology (IT) adoption in the legislative process. The legislature, one of the three arms of government, is a body of people with the power to make and change laws in a country. This study combines Roger's Innovation Diffusion Theory and Davis's Technology Acceptance Model (TAM) to access the adoption of IT in the legislative process based on the belief-attitude-performance chain. This theoretical model was tested via a questionnaire survey of legislative workers. Though, floor immunity as maintained by the house is major factor in technology adoption, the result of our survey confirmed the individual perception of IT for supporting office tasks than simple pen users. Since perceived ease of use is the strongest determinant of IT adoption, the Innovation of IT in legislative process is therefore, a welcome idea.
